The CDC has announced a major reorganization -- because in the pandemic the agency "did not reliably meet expectations." That's putting it mildly. The "ninth paragraph rule" holds again for the New York Times coverage. Turns out this embarrassing admission is the result of an external study that started in April -- but the study itself has not been published.
