With so many Americans vaccinated, isn't it time to end the lockdowns and the self-quarantine?

6% of Americans overall and 49% in long-term care have had two doses, and cases have come off the "dark winter" highs, yet the Social Distancing Index has barely budged. Fauci is saying there is no certainty that vaccinated persons are not still infectious, so lockdowns must continue. But the evidence is that lockdowns don't help, while taking a heavy toll in joblessness and non-Covid health and well-being dimensions. We are at risk of a vicious cycle in which people won't want to be vaccinated because it won't make any immediate difference in their lives, prolonging the pandemic and slowing economic recovery.
